St. Louis court rules ‘Turner’ school transfer law unconstitutional

ST. LOUIS — A St. Louis County circuit court judge has ruled Missouri’s school transfer law unconstitutional.

Judge David Lee Vincent, III, said the law, which has allowed students in unaccredited school districts to transfer to better schools free of charge, violates Missouri’s ‘Hancock Amendment’ barring unfunded mandates.
