Delaware‘s congressional representation has quintupled since the stimulus bill was enacted, according to Recovery.gov, as $10 million dollars was pumped into 4 congressional districts that did not exist.

It appears that the labels for the districts, including 99 and 35, were chosen at random. It is not clear what geographic entities, if any, the districts refer to in the state. While the districts may be fake, the money is not. Those two districts received $9 million.

A Watchdog study revealed 440 non-existent congressional districts within the stimulus tracking web site, recovery.org. The full report can be found here and below:
