The state of Massachusetts‘ 10 congressional districts can expect some new companions. According to recovery.gov, the state is slated to receive six new districts. Or they are just fake. Below is data taken from the stimulus tracking web site, showing the costs and returns on investment (i.e. jobs) in these non-existent districts:

25th congressional district            0              $24,404,085

00 congressional district                162         $2,222,406

86th congressional district            0              $1,405,891

11th congressional district            17.9        $1,353,691

20th congressional district            0              $281,790

14th congressional district            0              $214,463

A Watchdog study revealed 440 non-existent congressional districts within the stimulus tracking web site, recovery.org. The full report can be found here and below:
