The stimulus package is doing its best to ensure that the south will arise again, according to recovery.gov, the organization charged with monitoring the bill’s expenditures. More than $27 million in funds have been shipped to the 7th District of South Carolina, which has not existed since the Great Depression. The 7th is one of seven phantom districts that have, in total, received $40 million from the package.
