OH: House OKs photo requirement for scrap metal sales

COLUMBUS — The Ohio House of Representatives approved a bill that requires scrap metal dealers to take photographs of individuals selling or giving items to them.

Senate Bill 193 passed by a vote of 81-10 after an amendment clarifying the definition of “theft.”

State Rep. Bill Patmon, D-Cleveland, speaking in support of the bill, said he’d seen poachers in his neighborhood with shopping carts packed with metal they had stolen from HVAC systems in foreclosed houses.

“If there’s a way to murder a house, we’ve figured it out in my district,” he said.

The state Senate will need to concur with the amendment before forwarding the bill to the governor for signature.
