LAS VEGAS — Internal problems at the Southern Nevada Health District, including alleged corruption, mismanagement and favoritism, have been seen as hampering its performance on air-quality matters, longtime observers say.
Thom Reilly, who ran Clark County for five years as its county manager, sees the parallels between the district’s troubles then and its troubles now.
