Below are edited notes taken during the meeting of the House General Government Committee held on Wednesday, April 4, 2012. It is not a complete transcript of everything that was said. The bills are ordered as they appeared on the agenda, not in the order in which they were discussed during the meeting. Links provided take you to more information about the bill including the actual language and vote details.
SB1448 – Ad valorem tax – establishing procedures to valuation – Brumbaugh, Brinkley*
Brumbaugh: allows data for ad valorem disputes to be submitted by mail or phone.
Bill passes 10-1 (Condit opposed)
SB221 – County purchasing- processing purchase orders – Sanders, Ballenger*
Sanders: allows up to five days to get purchase orders processed so they don’t violate statute.
Bill passes unanimously.
SB223 – Counties and county government – free fair associations – Sanders, Ballenger*
Sanders: moves responsibility for Fair Board election from County Clerk to County Election Board. Now all elections are under same authority.
Bill passes unanimously.
SB1451 – OK Performance Budgeting and Accountability Act – requirement for information – Ownbey, Brinkley*
Ownbey: requires strategic plans from agencies to give funding levels for five years as well.
Bill passes unanimously.
SB1480 – County electrical inspectors qualification requirements – Roberts (Sean), David*
Roberts: this is a work in progress.
Joyner: what is the minimum now as far as experience required? Roberts: I believe there is no minimum. Joyner: so this would be new? Roberts: yes, but I don’t think the 10-years in the bill will not be the language that comes out.
Rousselot: would there be retroactive provision? The day it becomes law and there are inspectors doing this for 20-years do they have to qualify again? Roberts: no.

SB1544 – Officers – modifying exception to dual office holding provision – Cockroft, Shortey*
Cockroft: OBNDD request bill. Clean-up language from last year allowing lawmakers to be reserve officers.
Bill passes 13-1 (Billy opposed)
SB1000 – County purchasing – modifying requirements – Johnson, Stanislawski*
Johnson: similar to the bill we passed off the floor today. Let’s counties enter into inter-local agreement to purchase in bulk quantities.
Rousselot: and the counties don’t have to be contiguous? Johnson: that’s right.
Bill passes unanimously.
