PA: Judge booted after making sexual advances

HARRISBURG — A former Allegheny County judge was removed from office and barred from serving on the bench last month, after he was convicted earlier this year of sexually assaulting two women in his chambers.

The Pennsylvania Court of Judicial Discipline, which hears official complaints against judges who violate the state constitution and judicial code, said former Magistrate Judge Ross Cioppa used his position to engage in a “tawdry, coercive pursuit of sexual liberties,” which included kissing and embracing two women who appeared before his bench. On both occasions, he promised to rule in favor of the women, if they went along with his advances, according to court documents.

“It is not open to question that (Cioppa’s) conduct was intended to affect a specific outcome — he promised that it would,” the board concluded, adding that the judge’s actions prejudiced the proper administration of justice.

Cioppa told one of the victims that no one would believe her if she complained, because he was a judge and was “well known out here,” according to court documents.

Cioppa pled guilty to two counts of misdemeanor indecent assault and two counts of misdemeanor official oppression in return for having felony bribery charges withdrawn in court earlier this year. Common Pleas Judge Jill Rangos sentenced Cioppa in April to six months of house arrest and four years of probation, which he began serving that month, according to court documents. 

He resigned from the bench in December 2011 after being charged. He had served on the court since June 1999.

The Pennsylvania Judicial Conduct Board reviewed more than 700 complaints — including the one of both women against Cioppa — during 2011, and filed formal charges against eight judges with the Court of Judicial Discipline.

    Another PA judge bought and sold like stolen merchadise at an outdoor flea market. Thanks to the Zappala Crime Family the judicial system in PA is just as good or bad as the judges’ last BJ.

    Magistrate Judges are the low hanging fruit. The JCB consistently goes after these judges especially if they don’t play ball. I still want to know why the JCB did not prosecute Judges Conahan and Ciavarella years before the FBI put both of them in Federal Prison? The JCB most certainly had a complaint in their hands and evidence to support charges. Wait, I know why. Conahan and Ciavarella were not low hanging fruit and they played ball. The JCB is without a doubt in my mind nothing more than a criminal enterprise funded by taxpayer money and used as a tool by the criminal elite. It needs to be abolished.

    @Larry @Mike: This is why those appointed to these investigative boards should be victims of Judge’s, someone that will fight to see criminal judge’s exposed.. Mississippi has the Judicial Performance Commission & the Ethics Commission that operates in a similar (tax-payer funded) manner. After a reporter requested a copy of deposition’s from an investigation into former Judge Bobby F. Fisher, Jr (after Fisher was locked up in a Federal Prison for unrelated crimes) & the reporter was denied the info (JPC is exempt from public records laws)…. I myself (being one of the C.I.’s in the investigation) went down to Jackson, MS myself to personally request my own information back from them, info I provided. The commission took a vote on the matter, & you can guess their decision. JPC claimed the confidentiality agreements were not to be broken. Whatever. You gotta figure, just whose confidentiality is protected in these cases??
