    When you have a parade in a town and crossing railroad tracks, the town is responsible for crossing those tracks. The railroad should have been notified that there was a parade in a town at a certain time and they would notify the crews of this! Sounds like a lack of communication and that train was not responsible for this accident. Four locomotives and 84 loaded cars, it would have taken forever to stop that train, applying the brakes was a waste of time,
